debian 7 dist-upgrade removes upstart and installs sysvinit

      Description

      when using the beta debian 7 template and doing an apt-get update && apt-get dist-upgrade, the system wont be table to do a reboot.
      It says something with /dev/initctl timeout. Unfortunately i killed the system as i need it running.
