Hello,
we're using OpenVZ+ZFS combination, we don't use vzquota (=NO in vz.conf), because ZFS enables much more flexible quota configuration (and no freaking recalculating) - this beats ploop by far, no offense :)
ZFS on Linux does support user quotas, but is this something vzquota needs to abstract and be there even if I don't use it for limiting containers diskspace?

~ # vzctl set 1979 --save --quotaugidlimit 1000
Unable to turn on second-level disk quota on a running container
WARNING: Some of the parameters could not be applied to a running container.
Please consider using --setmode option
