Upgrading from Debian 9 to Debian 10 makes the container un-bootable

>Description of problem:

When we upgrade from a clean Debian 9 installl (installed from original template) to Debian 10 by using the default method of adjusting sources.list from stretch to buster and rebooting, we get the following error:
